Borough Surveyor William Pearce designed the modernist Art Deco building in 1935 at a similar time to the De La Warr Pavilion.<ref>Bexhill-on-Sea Observer, Saturday 16 March 1935, Page 7</ref> Originally only centre section was covered by a roof, which was extended on either side during the 1960s.
